Leo was born in Hollywood, California. After his service in the US Navy he was a performer-dealer. He opened and managed the Merlin's Magic Shop at Disneyland. He also has toured Europe in 1959 with John Daniel as two-person magic act.

He work as a production assistant with Mark Wilson's Magic Land of AllaKazam TV series from 1960 to 1965. In 1969 he founded the sales promotion agency, Magic Touch.

Leo was the curator of the Copperfield Collection in Las Vegas until 2000.

Larry Jennings once got a job working for Leo Behnke’s father in the plumbing repair business. Steve Martin once worked at Merlin's Magic Ship at Disneyland and learned from Leo.

He was author of numerous magic books.
